Is it legal to bet on college football in Maryland?

While Maryland is unable to bypass federal law and offer state regulated sports betting to their residents and visitors, operators that are legally licensed and regulated within a jurisdiction that has specifically legalized online sports gambling are able to use their licensing to offer their services to gamblers in the United States, including those residing in Maryland. Federal laws in the US only prohibit US based sportsbook wagering from being offered, and do not prohibit US citizens from engaging in responsible gambling entertainment at licensed and regulated offshore betting sites. The NCAA is one of the key opponents to US based sports betting, however they cannot exert their influence outside of the United States. While they may be a powerful force in keeping the domestic portion of the sports betting industry from expanding, they are unable to stop the rest of the world from embracing these opportunities and from offering their services to Maryland bettors.

None of the federal laws that are in place, including the Federal Wire Act and PASPA law prohibit US residents from participating in legally sanctioned sports betting that is regulated and based outside of the United States. Those laws simply prohibit anyone from offering these services from within the United States. Because offshore sportsbooks do no have operations within the US, they are not in violation of these laws, nor are they subject to them. The UIGEA does not expressly apply to sports betting or to gamblers for that matter. This law provides regulation on how online gambling transactions can be processed in an effort to eliminate the risk of fraud and money laundering, which puts players at risk.
